XIII. European Ex-libris Congress, Budapest, Hungary, 5–8 November, 1970 The first congress not to be held in summer was managed by Dr. Andor Semsey and Istvan Rethy. Among its participants were friends from the USSR for the first time. A three-part competition was held, with themes on Budapest, in memoriam Bela Bartok, and on the subject of grapes and wine. For his merit in the world of bookplates, Gianni Mantero was elected as a honorary president of FISAE. Slovenia and Slovakia were accepted as members of the Federation.
